Permits & Inspections

A Re‑Roof In Hemet

  1. A Permit From 100 Square Feet

Hemet requires a permit for re-roofing of 100 square feet or more. Since August 11, 2026, new applications go through the city's Tyler Customer Self-Service portal.

  2. What Goes With The Application

The city's re-roof handout asks for the permit application, a notarized owner authorization or an owner-signed contract, a completed CF1R re-roofing form, and a plot plan showing the areas and square footage being re-roofed.

  3. Layers And Tear-Offs

Hemet allows one overlay of asphalt shingles over an existing asphalt roof, two layers at most. A full tear-off is required where the old roof is water-soaked or deteriorated, is wood shake, slate, clay or cement tile, or already has two or more layers, with a few exceptions the handout lists.

  4. Two Inspections

Tear-offs and overlays get two inspections: a pre-roof inspection once the old roofing is off, then a roof nail and final inspection when the work is done. Smoke alarms and carbon monoxide alarms have to be in place before the final.

Questions

Roofing Questions In Hemet

  1. Does part of a roof need a permit in Hemet?

If the re-roofing covers 100 square feet or more, yes. Hemet's permit guide sets the line there.

  2. Can new tile go over my old roof in Hemet?

Not without an engineer or architect. Hemet's handout says tile over an existing roof covering, or any tile roof over 6 pounds per square foot, needs structural calculations by a licensed engineer or architect.

Zone 10. The city's own re-roof handout says so, and its main ZIP codes, 92543, 92544 and 92545, are Zone 10 on the California Energy Commission's list.
